During edit the mouse mode determines how mouse-clicks should be interpreted :
reposition cursor (mouse shape is the usual arrow), no dotted ledger-lines will be drawn.
insert note (mouse shape is cross-hair + )
The button 
is pressed for mouse-insert mode.
